RICE CREEK FIELDS STORMWATER REUSE

FOR THE CITY OF SHOREVIEW

RAMSEY COUNTY, MINNESOTA 

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Shoreview until 10:00 a.m. local time on Thursday, March 8, 2018, at the Shoreview City Hall, 4600 Victoria Street N, Shoreview, MN 55126, and will be publicly opened and read aloud at said time and place by representatives of the City of Shoreview. Bids arriving after the designated time will be returned unopened. Said proposals to be for the furnishing of all labor and materials for construction of the following: 

DESCRIPTION OF WORK: The work includes the following: 

1. Furnish and install irrigation system modifications including new stormwater reuse pump station and approximately 1800 linear feet of 4-inch DR11 HDPE forcemain utilizing directional drilling technology. 

2. Coordinate with Xcel Energy and install power to station. 

3. Tie-in to existing irrigation supply main. 

4. All labor, materials, equipment, apparatus, and services for the testing, adjusting, retesting, and readjusting as required to place the system in an approved operating condition. 

5. Miscellaneous site work and landscaping. 

Substantial completion of the pumping and forcemain system is required on or before August 1, 2018. 

The provisions of Minn. Stat. 16C.285 Responsible Contractor are imposed as a requirement of this contract. All bidders and persons or companies providing a response/submission to the Advertisement for Bids/RFP of the City shall comply with the provisions of the statute.

Notice is hereby given that the annual meeting of the Snail Lake Improvement District (SLID) will take place at the Shoreview City Hall Council Chambers, 4600 Victoria Street N., Shoreview, Ramsey County, Minnesota, at 7:00 p.m., on Tuesday, March 6, 2018, pursuant to Minnesota Statutes 103B.571. Such persons as desire to be heard as to the operation and maintenance of the SLID will be heard at this meeting. Business conducted will include SLID Board member elections, review of the 2017 operation and maintenance costs, budget for 2018 & 2019, and other business as it pertains to the District’s functions. 

Nominations for the Board of Directors will be taken at the annual meeting. One Board term is expiring, requiring one director to be elected. The individuals nominated for the director position must reside within the SLID. 

Only property owners within the district are eligible to vote. Institutional or corporate property owners must designate an authorized representative. Each parcel receives one vote. Property owners that are unable to attend the meeting may complete a proxy form authorizing another individual to cast their ballot at the annual meeting. NOTICE IS HEREBY GIVEN that the City Council of the City of Roseville, Minnesota, will hold a public hearing on February 26, 2018, at approximately 6:00 P.M. at the City Council Chambers in City Hall, 2660 Civic Center Drive, Roseville, Minnesota, relating to the proposed adoption by the Roseville Economic Development Authority (the “EDA”) of a Development Program Modification for Development District No. 1 (the “Development District”), the proposed establishment of Tax Increment Financing District No. 20 (McGough Redevelopment) (the “TIFDistrict”) within the Development District, and the proposed adoption of a Tax Increment Financing Plan (the “TIFPlan”) therefor, pursuant to Minnesota Statutes, Sections 469.090 to 469.1081 and Sections 469.174 to 469.1794, as amended. Copies of the Development Program Modification and TIF Plan are on file and available for public inspection at the office of the Housing and Economic Development Program Manager at City Hall. 

The property to be included in the TIFDistrict is located within the Development District. A map of the Development District and TIFDistrict is set forth below. Subject to certain limitations, tax increment from the TIFDistrict may be spent on eligible uses within the boundaries of the Development District. 

All interested persons may appear at the hearing and present their views orally or prior to the meeting in writing.

These are the abridged minutes from the School Board meeting held on January 9, 2018, which were approved at the January 23, 2018, School Board meeting. 

The regular meeting was called to order at 6:30 p.m. 

Board Members present: Anderson, Azer, Boguszewski, Gogins, Johnson, Shaw 

Board Members absent: none 

Administrative staff present: Loeck, Mobley, Schaub, Sicoli, Thompson, Von De Linde 

Reports and Non-Action Items: 

1. There were no reports or non-action items. 

Action Items: 

1. The school board governance policies were reaffirmed. 

2. Nominations were made, and Kitty Gogins was declared the elected Chair by acclamation for the next term. 

3. Nominations were made, and Mike Boguszewski was declared the elected Clerk by acclamation for the next term. 

4. Nominations were made, and Todd Anderson was declared the elected Treasurer by acclamation for the next term. 

5. Mike Boguszewski was appointed as the Equity Alliance MN board representative, and Curtis Johnson was appointed as the alternate. 

6. The Roseville Review was designated the official newspaper for Roseville Area Schools for calendar years 2018 and 2019. 

7. The Consent Agenda including the minutes of the regular school board meeting on December 19, 2017; payment of bills; resignations, appointments, reductions, adjustments (with the exception of retirements); gifts; Karges-Faulconbridge engineering services contract; Kraus-Anderson construction management services contract; and Lawal Scott Erickson architectural services contract was approved. 

8. The Resolution Awarding the Sale of General Obligation School Building Bonds, Series 2018A, in the Original Aggregate Principal Amount of $130,045,000; Fixing Their Form and Specifications; Directing Their Execution and Delivery; and Providing For Their Payment was adopted. 

9. A closed session was scheduled to immediately follow the regular school board meeting on January 23, 2018, for the purpose of discussing teacher contract negotiations. 

The meeting was adjourned at 7:03 p.m.
