Ramsey County’s family based wellness CSP services will be focused on parents who either have, or are at risk of having a child in out-of-home placement. Ramsey County Social Services Department (RCSSD) will be prioritizing services to communities of color, with the goal of decreasing racial disparities within our Child Welfare System. 

CSPs provide services to adults with serious mental illness (SMI), serious and persistent mental illness (SPMI) and/or substance abuse disorders. RCSSD expects providers to be able to incorporate integrated care for individuals with co-occurring disorders. 

CSP services should reflect the long-term racial equity goal consistently reflected in all Ramsey County Social Service policy and practice models. Policy and practice models specify actions to assure that the effects of programs do not give advantage to whites over people of color. Programs, services, and procedures are evaluated to assure access, service delivery and outcomes. 

RCSSD intends to use the results of this Request for Proposal process to award contracts to several Community Support Programs. RCSSD encourages new vendors, and those with expertise in serving diverse communities to apply. This RFP is continuous and proposals will be reviewed as funds are available.

CITY OF NORTH ST. PAUL

ORDINANCE NO. 765

AN ORDINANCE AMENDING THE NORTH SAINT PAUL CITY CODE OF 

ORDINANCES TITLE IX, GENERAL REGULATIONS, CHAPTER 95, ANIMALS 

THE CITY COUNCIL OF THE CITY OF NORTH ST. PAUL, MINNESOTA ORDAINS: 

SECTION 1. Section 95.02 of the North St. Paul City Code is hereby repealed and replaced in its entirety as follows: 

§ 95.02 LICENSE AND REGISTRATION REQUIRED. 

(A) All domestic animals kept, harbored or maintained by their owners in the city shall be licensed and registered. Domestic animal licenses shall be issued by the City Manager or designee upon payment of a license taxfee to be established by Council ordinance for each domestic animal. The owner shall state at the time application is made for such license and upon printed forms provided for such purpose the name and address and the name, breed, color and sex of each domestic animal owned or kept and shall provide evidence of compliance with the requirements of § 95.16. The provisions of this section shall not be intended to apply to domestic animals whose owners are visitors temporarily within the city for a period of less than 60 days,nor to domestic animals brought into the city for the purpose of participating in any domestic animal show, nor to “seeing eye” dogs properly trained to assist blind persons when such dogs are actually being used by blind persons for the purpose of aiding them in going from place to place The City will consider reasonable accommodation requests for service animals. 

(B) All licenses shall be valid for onetwo years from eachJanuary 1 to the followingDecember 31 of the following year. License applications may be made from January 1 through March 31 each year without penalty. When application is made after March 31 for any animal subject to licensing prior to that date, an additional fee shall be charged for the license. The additional fee herein prescribed is assessed to cover the additional costs of administration and not as a penalty, and the payment of such a fee shall not exempt any owner from any penalties imposed for any violation of this subchapter. 

SECTION 2. Section 95.25 of the North St. Paul City Code is hereby repealed and replaced in its entirety as follows: 

§ 95.25 DOG KENNELS; LICENSE REQUIRED. 

(A) Definition of KENNEL. The keeping of three or more dogs on the same premises, whether owned by the same person or not and for whatever purpose kept, shall constitute a KENNEL except that a fresh litter of pups may be kept for a period of three months before that keeping shall be deemed to be a KENNEL

(B) Certain kennels are nuisances. Because the keeping of six or more dogs on the same premises is subject to great abuse, causing discomfort to persons in the area by way of smell, noise, hazard, and general aesthetic depreciation, the keeping of six or more dogs on the premises is hereby declared to be a nuisance and no person shall keep or maintain a kennel with six or more dogs within the city. 

(C) Kennel permit. An annual kennel permit is required before three or more dogs may be kept on the same premises. The permit shall be obtained from the City Clerk. All permits shall be valid for two years from January 1 to December 31 of the following year. The annualfee for a kennel permit shall be established by ordinance. Persons operating or maintaining a kennel as defined by M.S. § 347.31, Subd. 2, as it may be amended from time to time, shall also obtain a kennel license from the state Board of Animal Health before being issued a kennel permit by the city. 

(D) Kennels shall be kept in a clean and sanitary manner, all animals shall be treated humanely, and the owners or operators of all kennels shall follow all of the provisions of Minn. Rules parts 1720.1400 to 1720.1550, as they may be amended from time to time. 

(E) A kennel permit may be revoked by the City Council if a kennel is not kept in a clean and sanitary manner, if the animals are not treated humanely, if the kennel does not comply with the above cited rules, or if any other provision of this subchapter is violated, including the prohibition of habitual barking and the requirement to clean up litter. 

(F) Any person, firm or corporation who violates any provision of this subchapter shall, upon conviction, be guilty of a misdemeanor, and the penalty which may be imposed shall be that in § 10.99. 

SECTION 3. This ordinance shall take full effect and be in force from and after its adoption. The City Clerk is hereby directed to publish this ordinance as required by law.This ordinance shall be effective immediately upon its passage and publication.

AN ORDINANCE ADOPTING

THE 2018 MUNICIPAL FEE SCHEDULE AND UTILITY RATE SCHEDULE 

AND RESCINDING ORDINANCE NO. 757 & 758 

SECTION I. Establishment. The City Council shall establish a fee and rate schedule for the various permits, licenses and services provided by the City of North St. Paul. Said schedule shall be reviewed by the City Manager from time to time to assure its appropriateness. In doing so, the City Manager shall consider the cost of labor and materials in providing the license, permit or service and any other factors deemed appropriate. It shall be the intent to recover all costs when establishing the fee and rate. 

SECTION II. Schedule. Fees and charges for services for license, permits, applications and utilities shall be located in City Hall, and may be amended from time to time. 

SECTION III. Effect. This ordinance shall take full effect and be in force from and after its adoption. The City Clerk is hereby directed to publish this ordinance as required by law.
