Mounds View man pleads guilty to sexually harassing women over the phone

A Mounds View man recently admitted to calling multiple women and attempting to engage them sexually over the phone in scores of unwanted phone calls. 

He pleaded guilty to one count of felony stalking in Ramsey County District Court June 24. His sentencing is scheduled for Aug. 8.

According to charges filed against 24-year-old Taylor James Rubbelke in March, he made harassing phone calls in late 2016 to several women he either dialed at random or whose phone numbers he found on Craigslist.

According to investigators, Rubbelke’s behavior included some 78 calls between Nov. 23 and Dec. 5 last year — and more calls possibly stretching beyond that window to previous months. Law enforcement officials, however, weren’t tipped off until early December, when the father of a 16-year-old girl in Cottage Grove called police on behalf of his daughter. 

According to court documents, the girl had received repeated calls from a blocked number and after a while she decided to answer, finding a man’s voice on the other end calling her by name. Court documents say the caller went “into graphic detail regarding sexual acts that he would like to do to her.”

Rubbelke admitted that he had called the girl, and other women as well. 

He told investigators that if a woman answered the phone, he “would try to engage them in conversation while masturbating for his own sexual gratification,” according to court documents.

Looking at phone records, officials found Rubbelke began each call by dialing *67, which masked his number from the receiver’s view, but did not block investigators from discovering the calls were coming from his phone. 

On Nov. 30, Rubbelke allegedly made repeated inappropriate and unwanted calls to a St. Paul woman, telling her “he was in love with her” and speaking to her “romantically,” court documents say.

Though the woman continued to hang up on the caller, he called her at home and work 13 times that day. 

According to police, that same day, Rubbelke placed 39 calls to a number belonging to a different woman from St. Paul. He called her three more times the next day. 

The victim told investigators that she did answer one of the calls and heard the man on the other end — Rubbelke — “moaning and groaning,” and speaking explicitly of body parts and sexual activities.

The woman told police she’d received similar calls from a blocked number at the beginning of 2016 as well, and thought they might have come from the same man. 

In a Jan. 6 interview with police, Rubbelke admitted to making the harassing calls largely at random, while he found other numbers by searching Craigslist for women who were attempting to sell things.
